Tribal Business Administrator

DEPARTMENT: Tribal Operations
CLASSIFICATION: Exempt
SALARY LEVEL: $50,000.00 to $75,000.00 Annual, DOE
SHIFT: Monday to Friday, 8:00 A.M. to 5:00P.M.
LOCATION: Round Valley Indian Tribes Tribal Administration
REPORT TO: Tribal Council

Scope of work:

Under the direction of the Tribal Council, the Tribal Business Administrator plans, manages, and coordinates the day-to-day operations of the Tribal government under the general supervision of the Tribal Council. The Tribal Business Administrator oversees the tribal businesses, supervises administrative staff, and implements tribal policies. The Tribal Business Administrator serves as primary advisor to the Tribal Council.

Duties

Tribal Council Support
  1. Maintain the administrative calendar and coordinate the executive calendar to schedule appointments and meeting dates.
  2. Provide administrative and logical support to the Tribal Council and its committees.
  3. Serve as primary liaison and advisor for the Tribal Council on day-to-day operations of the Tribal government.
  4. Act as a liaison between the Tribal Council and staff.
  5. Work with the Tribal Council to establish current and long-range goals and objectives. Prepare agendas and staff Tribal Council meetings.
  6. Assist the Tribal Council in preparing for public appearances and Regular Tribal Council meetings; and
  7. Represent the Tribe at external functions as directed by the Tribal Council.
Government Management
  1. Manage and direct tribal administrative staff.
  2. Monitor annual outcomes and evaluations of the Personnel Director to ensure departments are meeting goals and standards.
  3. Perform executive-level planning, organizing, directing, and evaluation of tribal departments and programs.
  4. Assist the Personnel Director with hiring practices and the grievances process.
  5. Monitor the Programs Manager regarding tribal members service programs.
  6. Review operating results, compare them to established objectives, and take steps to ensure that the appropriate measures are taken to correct unsatisfactory results: and
  7. Advise the Tribal Council regarding all staff hiring and firing decisions, and exercise delegated authority to make those decisions where appropriate.
Financial Management
  1. Monitor the Tribal businesses, including but not limited to approval/denial of travel requests, purchases orders, timecards, etc.
  2. Research topical issues pertaining to tribal governance, economic development, and archival data retrieval.
  3. Pursues and applies for additional monies, grants, loans, business opportunities, etc. al,
  4. Negotiates and administrators grants/contracts; manages all deals and ensures the process according to set fiscal policies and procedures.
  5. Collaborates with Fiscal in grant/contract development.
  6. Oversee tribal government budget preparation and implementation.
  7. Coordinate the preparation of the organizational budgets in liaison with Fiscal Controller and Tribal Council.
  8. Administer the approved operating budget by monitoring expenditures and recommending justifiable changes to the Tribal Council; and
  9. Monitor and enforce internal financial policies and procedures.
Tribal Members
  1. Assess the needs of the membership and community.
  2. Plan for service delivery to meet those needs.
  3. Provide administrative and logistical support to the Tribe's Election Committee in conduction tribal elections.
Qualifications
Necessary Skills
  1. The ability to respond effectively to sensitive inquiries.
  2. The ability to utilize professionalism and diplomacy with those who may be experiencing high degrees of stress.
  3. The ability to maintain confidentiality with tribal members, government operations, and staff.
  4. The ability to communicate effectively with tribal members and staff members from a variety of backgrounds (professional, technical, clerical, etc.).
  5. The ability to provide leadership by:
    • Being a strategic visionary with sound technical skills, analytical ability, good judgment, and strong operational focus.
    • Being well-organized and self-directed, politically savvy, and a team player.
    • Being an intelligent and articulate individual who can relate to people at all levels; and
    • Being a decisive individual who possesses big picture perspective; and
  6. The ability to gather, assemble, and analyze facts, derive conclusions, and devise solutions to management problems.
Minimum Job Requirements:
  1. Experience managing at least 100 employees, including direct supervision o fat least 20 managers.
  2. Ability to establish effective and efficient working relationships with Tribal Council, tribal members a n d tribal staff.
  3. Demonstrated knowledge of principles and practices in fiscal operations, financial management, and personnel.
  4. Knowledge and experience in one or more of the following areas: education, community services, tribal preservation (water, land, timber),criminal justice and tribal economic development.
  5. Must be computer literate, have excellent analytical, oral, written, and organizational and time management skills; and
  6. Must have excellent interpersonal, written, and verbal communication skills.
Education and Experience:
  1. Bachelor's degree in Business Administration, Public Administration, or Accounting with an emphasis in management required.
  2. Master's degree preferred.
  3. Minimum requirement of five (5) years in supervisory management with increasing administrative responsibilities; and
  4. Any combination of related education and experience will be considered if the candidate possess the demonstrated ability
Other Requirements:
  1. Must be able to travel when necessary.
  2. Must possess a valid California Driver's License, dependable vehicle, and auto insurance; and
  3. Must pass pre-employment drug screening and agree to submit to an random drug test
